New Requirements for Lobbyists
- ALL Lobbyists are required to attend an Ethics Training Class for Lobbyists.
If you attended a Lobbyist Training Session in 2011 or 2012, you are NOT required to

- Registration as a lobbyist is now required if your
duties include promoting or attempting to influence the awarding
of a grant or contract with any department or agency of the
Executive, Legislative, or Judicial branch of state government.
- Registration Deadline is January 31st or within 10 days after the first
undertaking requiring such registration.

Agency Heads and Public
Employees
You no longer need to register as a lobbyist if you are a state
governmental agency head or his or her designee who provides
and/or communicates information relating to policy and/or
positions affecting said governmental agencies which they
represent.

Definitions
Lobbyist Training Requirement
As Stated in Section 36-25-4.2(a)(3):
“The training program for lobbyists shall be held four times annually as designated by the Executive Director of the State Ethics Commission, the first of which shall be held within the first 30 days of the year. Each lobbyist must attend a training program within 90 days of registering as a lobbyist. A lobbyist who fails to attend a training program shall not be allowed to lobby the Legislature, Executive Branch, Judicial Branch, public officials, or public employees. After attending one training program, a lobbyist shall not be required to attend an additional training program unless any changes are made to Chapter 25, Title 36, Code of Alabama 1975. Such additional mandatory training program shall be held within three months of the effective date of such changes."
